Eugene Burger and his partner, Theodore Barcelon, originally founded EBMC in 1968. It was originally founded under the name Barcelon-Burger Management Corporation. As they do today, they focused on the management of market rate and affordable apartment communities, commercial properties, condominiums and cooperatives.
